Area Parking Permits
If you have received a citation for failure to display an area parking permit and have an area parking permit that was valid at the time the citation was issued, you MUST submit the following:

  • Full amount of bail. Please note that the bail amount on a parking citation doubles after 30 days (SLR 17.015(2)); AND
  • Copy of the citation; AND
  • Copy of the permit (FRONT AND BACK) that was valid at the time the citation was issued; AND
  • The name of the person or business that the permit was issued to (if other than yourself).
Send the above documentation OR request a court hearing.
All documentation or requests for hearing must be received/made within 30 days of the date of the citation.

If you are unable to provide the above documentation and you would still like to contest the citation, you MUST submit a signed letter of explanation and post the FULL bail within 30 days of the date of the citation. Please note that the bail amount on a parking citation doubles after 30 days (SLR 17.015(2)). If you do not submit payment, the court may issue a warrant for impoundment of the cited vehicle, enter a judgment against you and impose a fine up to the maximum amount allowed by law and assign the citation for collection. If your response is beyond 30 days, see the Failure to Appear web page.

Please note: If you did not have a valid permit at the time of the citation, but have since obtained one, it is still important to send a copy of the permit (FRONT AND BACK), with the payment. The judge may take this into consideration. If we do not receive proof of your permit along with your payment, your letter will be forwarded to the judge without verification, which may affect the judge's decision.

Carpool Zone Parking Permits
If you received a citation for failure to display a carpool zone parking permit and have a carpool zone parking permit that was valid at the time the citation was issued, you MUST submit:

  • Full amount of bail. Please note that the bail amount on a parking citation doubles after 30 days (SLR 17.015(2)); AND
  • Copy of the citation; AND
  • Copy of the permit (FRONT AND BACK) that was valid at the time of the citation OR a copy of the renewal form.

You MUST be listed with the Bureau of Transportation as a member of the carpool program.
Permits are not valid when displayed in a vehicle if the registered owner is not listed in their records as a carpool participant.
If the permit is unavailable, you must submit a copy of the current Carpool Renewal form.

Send the above documentation OR request a court hearing.

Disabled Parking Permits
If you received a citation to which a disable parking permit is applicable according to ORS 811.635, you MUST submit:

  • Copy of the citation; AND
  • Copy of your/the handicap placard (FRONT AND BACK) that was valid at the time the permit was issued; AND
  • Copy of the permit holder's state issued ID (FRONT AND BACK); AND
  • Signed letter of explanation from the permit holder.
Send the above documentation OR request a court hearing.
All documentation or requests for hearing must be received/made within 30 days of the date of the citation.

Maintenance Zone Parking Permits
If you received a citation for failure to display a maintenance zone parking permit and have a maintenance zone parking permit that was valid at the time the citation was issued, you MUST submit the following:

Obtaining Parking Permits
To obtain information on parking permits or if you have additional questions regarding permits and how to obtain a permit, you need to contact the City of Portland, Bureau of Transportation at 503-823-5185.
If you have a current permit and received a citation for failing to display your permit, you MUST provide permit verification.
