Clatsop County Circuit Court makes available specialty courts to meet specific needs of the community. Specialty courts are managed by an interdisciplinary team, led by a judge, working collaboratively to provide wrap-around services to achieve specific goals.
Adult Drug Court
The Adult Drug Court (ADC) program is a one year intensive treatment program designed for residents of Clatsop County. The ADC program provides intensive supervision for participants with a history of alcohol and/or substance abuse. The emphasis of the program is to change the behavior of the participant, hold the participant accountable, and to improve the integrity, honesty and respect to our community. The ADC program includes treatment, which involves weekly or daily drug and alcohol testing, individual/family/group counseling, regular attendance in support and skills groups, and regular court appearances. The benefits of the ADC program include:
- Access to intensive substance abuse treatment and other related treatment and rehabilitation services with no out of pocket cost to the participant
- License reinstatement
- Charges dismissed or possible early termination of probation upon completion of the program
To be eligible for the ADC program, the participant must meet the following criteria:
- Participant must be a resident of Clatsop County
- Participant is charged with a drug-related offense or an offense which involved alcohol or drug use, except for commercial transactions and person crimes
- Participant must file the petition for entry into the ADC program within 45 days of the first court appearance

Family Treatment Court
The Family Treatment Court (FTC) program is a voluntary program for parents who have substance abuse issues and are involved with the Court because their children are in the custody of Department of Human Resources – Child Welfare.
FTC provides “wrap around” services to parents who want to get clean and sober so they can raise their children. FTC is a 5 phase program that lasts a minimum of 12 months. Studies have shown that parents in treatment courts like FTC keep their families together long after DHS is out of the case. If you’d like extra help to stay clean and be a good parent, FTC may be the program for you.
To be eligible for FTC, a parent must:
- Admit to or be found within the jurisdiction of the Court on an allegation of alcohol or drug abuse
- Complete an approved alcohol/drug screening. The Family Treatment Court team will decide on a case-by-case basis whether a parent may join FTC
- Apply for FTC no more than six months after the dependency petition is resolved
After acceptance, the Family Treatment Court coordinator will schedule orientation and notify the parent. At orientation, the parent will meet the Family Treatment Court team, learn more about the program, and sign releases of information.
Treatment Court
The Clatsop County Treatment (Mental Health) Court is a specialized treatment court, designed to increase access to and engagement in treatment and to reduce criminal activity by persons suffering from a qualifying mental health diagnosis.
To be eligible for Treatment Court, a participant must
- Live in Clatsop County
- Suffer from a chronic mental illness. Other cognitive impairments, developmental disabilities and conditions are considered on a case by case basis
- Be on probation, post-prison supervision or be facing criminal charges
Success in Treatment Court may result in a reduction to the length of a participant’s probationary period or the participant may avoid conviction on deferred charges.
The participant is expected to:
- Stay free of drugs and alcohol
- Take medications as prescribed
- Comply with a treatment plan
- Meet regularly with probation officer and treatment providers
- Pay restitution to victims
- Appear in court every week
- Work with the Treatment Court Team to address such issues as medication management, healthcare, transportation, finance management, employment, education and housing
